Are mouse buttons be configurable?

I looked inside the key bindings - default, but I can't see how to configure the middle mouse button. Should this be possible?

I'd like to change the middle mouse button to scroll instead of selecting text.

There isn't a shortcut through the menu to it, but check the *.sublime-mousemap files in the Default package. I don't know if you can do what you want, but that is probably a good starting point.
