Is there a way to access settings from a .sublime-build file?

Alternately, is there an easy way to popup an output console like the builds do from a plugin? I have it working from a plugin, but it’s silent, which isn’t ideal.

My company is evaluating ST2, and I’m trying to build a plugin for us that can replace a lot of what we do with Eclipse now. With the ability to override settings in the User package, it would be ideal to be able to access the settings from the build file somehow.
