How does Auto Complete work in Sublime Text 2 Build 2181 on Windows 7?

Let is take the following scenario.
In Sublime Text 2 Build 2165 (Windows 7) I type the word “hello” (without quotes) for the first time in a text file (with .txt extension). Then when I want to retype “hello” (without quotes) again I need to type “he” (without quotes) and use Ctrl+Space.
For the same scenario in Sublime Text 2 Build 2181, it says “No available completion”.

Does SublimeCodeIntel influence the default behavior for a text file? I expect that it should not influence.
