ASCII characters are displayed as question mark

The problem is as follows:
the text files are symbols of pseudographics (e.g ALT+196 “─”).
But “Sublime text 2” displays the symbol as question mark in the square .
How to configure editor for the correct display of the symbol ?

P.S. encoding of the file “Cyrillic (Windows 866)”

Set encoding to UTF8. And use a font that support those chars. I’m testing with Consolas/UTF8 and it’s all good.
