SO I’m win7 Pro x64

I keep seeing '~/ ’ around everywhere yet I cannot determine if Sublime handles this syntax in its configs consistently on all platforms including win7. (or if the handling of this varies across plugins or is upto the individual plugin writer? )

I can’t figure out if I can use Win env vars in my config’s.

What sort of configs? I’m running ont he same OS, post one and I can try it out.
