syntax highlighting question

Hi, I'd like to create a new syntax highlighting package. Reading the Syntax Definitions documentation it it said :
Go to Tools | Packages | Package Development | New Syntax Definition

Sorry for being so lame but on latest version 2.0 I can't find the menu entry for what it is called a Package, so does the doc refers to plugin (ref. Plugin entry in tools menu)? If I can generate the files manually why not but how do I set the uuid then?

At last would it be a doc about developing a syntax highlighting package for newbies?

Before continuing, make sure you’ve installed the AAAPackageDev package as explained further above.

It works now... maybe I should have rode this :

Installation of .sublime-package Files
Copy the .sublime-package file to the Installed Packages directory and restart Sublime Text. If the Installed Packages doesn’t exist, you can create it.
