foreign language encoding

Can Sublime encode foreign languages into the appropriate html? for instance this romanian phrase Nu am fost îmbrăcat is translated to Nu am fost îmbrăcat so it displays in browsers properly.
We were doing this with e text editor but after a new install it isn't working correctly and we are looking for a replacement.

thanks for the response but I'm new to Sublime and don't understand. I would like to be able to paste the foreign phrase into sublime and have it generate the encoded text
For instance this romanian phrase Nu am fost îmbrăcat becomes Nu am fost îmbrăcat
Is this possible? I couldn't find the Hasher package you mentioned. Is there a help file that explains this?

install package control http://wbond.net/sublime_packages/package_control
Restart, then go to : Menu -> Preferences -> Package Control -> Install Package
Type: Hasher
Press enter
Package installed!
Now just paste "Nu am fost îmbrăcat"
Select this text
Press CTRl+SHIFT+P
Type "hash en enc"
Enter!
Text in Romanian (called in a wrong way as foreign) is now encoded.
Give APIs, let the community build the rest!

Tito, thank you for the information.
I installed the package and get through the hash en enc command but the text in the window does not change. The hasher commands are there and whether I type in hash en enc or click on the selection there is no change. Do I need something else?
