Entering unicode or UTF-8 characters in editor

I’m sorry, I cannot seem to figure out how to ask this question in a way to find the answer.

I want to enter UTF-8 characters, such as ¶ , “ , ” , and so on in files I’m editing. Under Linux, I would normally do this using CTRL-SHIFT-u followed by the 4-digit character code, but I can’t figure out a way to do this in Sublime. I don’t want to have to shuffle off to some other application to enter the characters, then copypasta them into my file, or use the character mapper. Isn’t there a way I can enter them directly? I’ve thought about using snippets to do this, but even that seems crude for what I want to do.

If this capability is documented somewhere, I’m unable to find it. :frowning:

Ditto; old thread but still quite relevant.
Tested on Ubuntu 14.04; S3 cannot do Ctrl+Shift+U. (3083)
