Underline current line

It's obvious how to highlight the current line:

However, is there a way to underline the current line?

I don't believe underline is possible in vanilla Sublime at all.

You could underline it with a plugin. You just need to code the plugin to create a region with the correct setup.

I underline stuff in a number of my plugins.

Does anyone have a plugin they would be willing to share that does this, either underline, or outline, similar to the examples by facelessuser?

With regards to word-wrapped lines, it would be nice to only underline / outline whichever horizontal line the cursor is at. The default of highlight line can be visually confusing when dealing with word-wrapped lines.
