I am trying to install Sublime Package Control, but Ctrl+’ doesn’t work at all now.

Choose the View menu, Show Console or try Ctrl ’ (apostrophe). I assume there will be error messages in the Console, unless you’ve installed something else that commandeers the Ctrl ` key-binding.
