Do key bindings really work?

In Windows 7, I see in the default key binding file a number of bindings that don't seem to work, e.g. ctrl-shitf-p does NOT open the command palette. I have no idea how to do column (block) selection. Those are two. Any one know what is going on?

In the console (ctrl + `) enter "sublime.log_commands(True)". What commands does it say it's running? If nothing is shown, is it possible you have another application that is grabbing the keystrokes. For example, on some machines, it is possible to rotate the screen using some predefined hot keys. Pressing the same key combination in ST would cause the screen rotation to occur, rather than the ST command.
