Windows/OSX differences in placing .tmLanguage files

I've edited the default Tcl.tmLanguage file to provide better recognition of symbols.
On Windows, I put the new file in my Packages/User/Tcl/ folder; Sublime Text 2 picks it up from
there and uses it.

So then I copied my User/* tree to an iMac; and ST2 persisted in using the default
Tcl.tmLanguage definitions. Eventually I had to copy the Tcl.tmLanguage file
from Packages/User/Tcl to Packages/Tcl.

Am I missing something? Why is there this difference?
