Is fixed now - page up/down are better behaved, irrespective of scrollPastEnd being true or false

Sorry to bump an old thread :) I couldn't find this scrollPastEnd option in the default File or General preferences. I assume it defaults to true, because setting it to false in my User File Preferences enabled the behaviour I was looking for. Any reason why it is not physically listed among the defaults?

Are there any other preferences that aren't listed among the defaults?

I assumed no one wanted it - it exists only because things like the output panel are annoying if you can scroll past the end. No reason not to put it in the default file preferences though.

Off the top of my head, I don't believe there are any other per-file type options that aren't listed in the default file preferences, except for the newly added inverseCursorState.
