Command+Shift+O for code snippets?

I've been trying to download package after package but I'm not getting anywhere. I set up my Sublime Text 2 on my desktop a long time ago and everything works great. However, I don't remember the exact set up at this point. Now that I'm trying to duplicate my setup on other computers, I can't get it right.

On my regular Sublime Text 2, I type Command+Shift+O and I get some kind of code snippet for html. So the output of this shortcut is <p></p> with the cursor on the p. Changing this changes the endtag as well. I'm able to then type any attribute and finish with a tab key and now the cursor is inside the tags, ready for me to type whatever I want. This is an important feature for me but I'm going out of my mind trying to find the package I installed that gave me this functionality.

Does anyone have any idea what I'm talking about?

So this was the long-tag snippet and I just did a keybinding to change the shortcut. Sorry for the noob post...
