Windows x64: Build 3059 Not Recognized to Open Python Files

I have hit a major roadblock in upgrading from Sublime Text 2 to 3. Even after I have uninstalled Sublime 2, my Python files would still rather try to open themselves in Sublime 2. When I double-click a .py file and navigate to my Program Files folder to select the Sublime 3 .exe, Windows acts as if nothing happened and that the .exe cannot accept Python files. What gives?

The first time this happened I may have not uninstalled Sublime 2 entirely. I have repeated it several times however, and the problem persists.
