Sublime Text 2 and 3 have the same problem:

When I press Ctrl+Shift+ to fold the code, the command doesn’t work.

But if I press Ctrl+Shift+´ works great.

The same ocurrs with all others commands in Windows (just Windows… in Ubuntu works great).

I unfortunately work in Windows.
