File shows not german umlaut

Hello Forum.

I have a file wich ist coded as UTF-8, the font-face is “Terminal”, because i need the fix width for the characters.
I am working on Windows.
With Notepad ++ the file is shown correctly, but not in sublimetext 3.

The file is organised with special characters with representates the different chapters. The characters are sown in Sublime as Ä¿, but in Notepad there are dashes like -.
How can i make sublime to show the dashes instead of the Ä¿ ?
