After installing Package Control and installing a package using Package Control Ctrl+Shft+P shows the Package Control dialog but not the command palette. Tools, Command Palette… also shows the Package Control dialog.

Next time, use someting like imgur.com and embed the url in text.

Just what I figured, this is the command palette with the previous search pre-inserted. Just enter any character or delete the selected text to get all the list of all commands back.
