PHP Wrong Comments

Since ~2098 PHP now comments with a "#" for single line comments (which is actually OK) and HTML <!-- --> for block comments, which should be /* */ style.

But the '#' vs '//' should be a setting IMO

This has already been reported in the 2098 thread, and will be fixed for 2099

I agree with this and I regularly change between them depending on what I'm commenting.
