Alt key behavior on Windows

I’d like to map alt+hjkl to function like the arrow keys. This works fine unless I have the menu bar hidden, in which case alt+h makes the menu appear (although it (correctly) doesn’t get focus). With the menu always visible, this works as I’d expect it to. Is there some way to make Sublime intercept that keystroke a step earlier?

Solution worked fine. I found that I only had to include two keys in my user options – id and mnemonic – so hopefully that will make it friendlier to upgrading in the future.
