Drag tabs but not sidebar files

I am able to drag tabs but not sidebar files between windows. As a consequence, whenever I want to move a file from window to window, I have to turn tabs on in both windows, drag the file, and then turn the tabs back off. Could dragging sidebar files between windows be added?
