Creating a Pristine Package language file

I am trying to install a ColdFusion language file from GitHub:

https://github.com/indynagpal/coldfusion-sublime-text-2

Apparently some sort of package has to be created that takes the individual files contained and compiles them into one of the language files that are in the pristine directory.

All the directions that I can find on the net are for doing an install on a Mac and I am using the Sublime 2 beta on Windows 7. If someone could please give me a set of steps to create or compile a language file I'd greatly appreciate it.

I'd also like to strongly suggest that ColdFusion get added to the list of default language files in Sublime. There are 800K CF'ers out there (according to independent data from Evans Data) and we're building a sizeable chunk of the web.
