Can't change the default syntax of files

No matter what I seem to try, Sublime Text (2174 -- and previous versions for some weeks) will always open my *.tmpl files with HTML syntax highlighting, when I want it loaded as Handlebars. I've tried using "Open all with current extension as..." but it has no effect. Is there somewhere this is persisted on disk so I can just edit myself?

If you find no other solution that you are happy with, you can try the DetectSyntax plugin [1].
