[2181] Bug - encoding problem after project switch

Hello,

I found a bug related to encoding.

Opening project test, open some file in Windows 1250 encoding.
Alt + P (Switch project) - second project
Alt + P (Switch project) - first project


Console: Unable to auto detect encoding, using fallback encoding Western (Windows 1252)
Save actualy save with (Windows 1252) encoding.

Switch project dosen't respect project setting?

Present also in 2181 build (found in 2165).

Ok it's looks like "Switch Project in Windows" dosen't respect .sublime-project settings in project dir. After changing default encoding in settings default everything works fine.
