Add Next Line on Windows

So I’m learning my way around the Sublime Text 2 shortcuts, and tried out “Add Next Line” (Ctrl-Alt-Down). I was remarkably surprised when it flipped my desktop screen upside down. I’m not sure if this is a standard Windows shortcut, or the graphics card in my laptop specifies something. Anybody else have this problem?

While I’m at it, is there a way to alter the key-bindings for shortcuts?
