First time you open an example.sublime-project it opens fine. If it’s still open and you try running the same example.sublime-project again, a blank Sublime session comes up instead of the expected currently open example.sublime-project

Repro:

1. Open example.sublime-project
2. From Windows Explorer, click on the same example.sublime-project file
   Expected: The currently open example.sublime-project should be made active
   Actual: A second instance of Sublime starts with an empty environment
