sublimetext.exe <dir> should open project file

sublimetext.exe <dir> should open project file

Currently sublimetext.exe <dir> opens <dir> as the current project. If there isn't a way to tell it to do so, I'd like ST to open a project file if it finds one under <dir>.

With regards to opening .sublime-project files from the command line, the general plan is to have an explicit flag for it, so you'd run sublimetext.exe --project foo.sublime-project
