Proper config placement on Linux

As ST2 is still in alpha, would be nice if this could get fixed now and use $XDG_CONFIG_HOME (~/.config if it's unset). Just a small request to try and reduce the $HOME dot file hideousness from so many apps ignoring the standard.

I'd never heard of $XDG_CONFIG_HOME before, but it does seem to be the way things are going... I'll add it in for the next dev build.
