Within each pane, a stack of views is maintained. This is ordered by selection time: the most recently selected view will be at the top, second most recently selected view will be next, etc.
Holding down ctrl and tapping tab will cycle from the top of the stack down. Only when ctrl is released is the stack updated (this is the only case of delayed updating - all other means of selecting views update the stack immediately).
