Syntax scope for the line a cursor is on

You can set a background color for the line a cursor is on, but there’s no way to adjust for that in the rest of the syntax highlighting. In particular, if you set a background color for a particular element it always overrides the cursor line background color. I think that behavior is fine as the default, but having a scope for the line a cursor is on would be useful (or specifically the highlighted line a cursor is on since the highlightLine option can be disabled).

Either that, or an option to have the line highlighting override any other background colors like the selection highlighting does.
