command_history is missing in ST3

@jps When migrating my plugin from ST2 to ST3, it reports "AttributeError: 'View' object has no attribute 'command_history'". Will it be implemented later or totally removed?

also interested on this.. is there another way in st3 to get access to last command and rest of history? seems like something useful to expose via the api
