I’d like to make a color scheme that is based off the default twilight color scheme that comes with Sublime Text 3.

In Sublime Text 2 I could browse packages and look under Color Scheme - Default.

In Sublime Text 3 if I go to browse packages only the “user” folder exists under Packages.

I’d also like to get started with plugin development. The documentation says to look under the Default package for examples, but in Sublime Text 3, I only can see the user folder. There is no default folder when I go to browse packages.

Where are these files located in Sublime Text 3?

They are located here:
/Applications/Sublime Text.app/Contents/MacOS/Packages

You just need to unzip them.
