show_panel command is really toggle_panel?

Is there a way to force "show_panel" to actually always show the given panel? Right now, running "show_panel" twice in a row will show and then hide the panel (acting more like a "toggle_panel" command).

Not sure if this was missed, or if it's way too late to make a change like this?

Quite a lot of people appear to not like the panel toggling behaviour, I'm planning to remove it in a future build.
