How do I create a theme or import one from textmate…

Go to Preferences > Browse Packages and put the tmTheme file in the User directory.
Then go to Preferences > Color Scheme and it should be in there (restart might be required).

Edit: looks like Sublime Text will load any tmTheme file in any directory under that Packages directory.
