5) Sumatra PDF (good-ish and very light PDF viewer)
6) 7-zip (but does anybody still use WinZip?)

AutoHotkey - it's magic, get it

Explorer replacement:
XYplorer; very customizable.
It does NOT feature a two pane layout. For a good Norton Commander / XTree Gold replacement, Altap Salamander is pretty good

Virtual desktop manager:
Dexpot. Good alternatives are goScreen and XDesk

Other useful tools:
Ultramon - for multiple monitors
Foxit reader - lightweight PDF reader
DropBox - file synching between computers
Expresso - free alternative to RegexBuddy
Paint .NET - when MS Paint doesn't cut it, and photoshop is overkill
ATnotes - sticky notes

If you use your mouse:
StrokeIt - mouse gestures, hasn't been updated since 2005, but still the best
Stardock Objectdock - osx-like dock, fast and smooth

Browsing

Firefox with these addins -- Adblock plus, XMarks, It's All Text!, and LoL
WikiTaxi -- allow offline browsing of full wikipedia text. Useful when on a laptop with no network connection.
AdMuncher -- to avoid seeing ads in both firefox and IE.

I'm not sure what you mean here. UTF8 isn't cutting it for you?

Yeah, usually it does, except when it doesn't

Sometimes you don't get to choose the encoding to work with. Most web pages in Europe are served with some specific encoding or windows 1252 (aka latin 1)
