Any reason why SublimeCodeIntel is not part of release?

First of all, let me just say that I fell in love with Sublime Text 2 from the moment I saw it.

I adore its clean, simplistic approach which completely separates it from any other editor - and the default color theme is absolutely spot on.

Once I found SublimeCodeIntel, this really was just the icing on the cake, as it turned the perfect text editor into the perfect IDE.

Is there any particular reason why SublimeCodeIntel is not bundled and enabled by default, with the current release??

Because SublimeCodeIntel is a plugin made by Kronuz, not by jps, the Developer of ST2. Plus, not everyone wants the extra weight of SublimeCodeIntel.

Also tii, it tends not to work for a lot of people, and even cause problems when not in use.
