Clicks on the tab bar and minimap

Double clicking the tab bar and minimap bring up the Open file dialogue. This doesn't seem correct to me; is there a way to configure this?

If I double click an empty area of the tab bar, I would expect a new empty tab to open, like is done in Opera and Firefox. Opera also allows for a middle click to open a new empty tab. A text editor is fundamentally different than a browser though, so a fast way to open a file should probably remain. I would accept middle click opening a new empty tab, while double click prompted to open an existing file, or the other way around.

Sometimes when I am clicking through the minimap, I click too rapidly and the Open file dialogue appears. I think the minimap should ignore double clicks.

I have this same question about the tab bar. Can it be changed somewhere in the sublime option files that
double click on the tab bar will be create a new document instead of open one.
