I'm new to Sublime. If you buy a licence, does it have an expiry date? Secondly, can you buy maintenance too?

From the FAQ:

• Expiration Date
  Licenses purchased for Sublime Text 2 do not expire, however an upgrade fee will be required for Sublime Text 3.

Not sure what you mean by 'maintenance'? You get free updates for the 2.x.x-version.
With the new major version, 3.x.x you have to buy a new license.

Thanks much.... I meant with Maintenance, a maintenance fee you would need to pay every year for getting updates etc, but you answered that already.
