Why does the comment command (“ctrl+/”) does not work in ActionScript syntax?

Because there is no Comment file defined. Create a file Data\Packages\ActionScript\Comments.tmPreferences with following contents:
<?xml version="1.0" encoding="UTF-8"?>

name Comments scope source.actionscript settings shellVariables name TM_COMMENT_START value // name TM_COMMENT_START_2 value /* name TM_COMMENT_END_2 value */ uuid FBA964F9-EA31-44D1-A5FD-BB8AB3FF8964
Thank you. The only weird thing is that it is working with ctrl+; instead of ctrl+/
