I didn't see a "Favorites List" or "Quick Open" plugin in Package Control, so I went ahead and made one. You can add a list of files in the settings file, and then hit a keyboard shortcut to open a panel that allows you to select one of them. Should work fine with ST2 and ST3.

Lol, I saw that after I wrote it. It didn't take long, and it was fun, so it was still definitely worth it :)

Just in case you want favorite folders instead of favorite files, you can also try https://github.com/facelessuser/FuzzyFileNav. Though you could always just extend your plugin if you want :) Oh and you may want to make a note, "ctrl+alt+shift+p" overrides a default binding in linux and windows systems. Not that you are going to completely avoid these issues, but you may want to make a note of it in your readme (since it's a default binding).
