Plugin difficulty? Set max cursor scroll position

How difficult would it be to write a plugin that would set a max scroll position for your cursor?
Meaning, when your cursor got 5 lines away from the bottom of the screen, the screen starts scrolling as you move farther down the page rather than waiting for the cursor to get all the way to the bottom.

Maybe there's already a plugin for this. A co-worker just told me about this option in vim and I'd love to have it in ST.

If you have any pointers on putting it together that would be helpful as well.

I'm not sure if it supports ST3 or not. Doesn't look too fancy/complicated though.
