Cannot insert s-comma

I’m using the Romanian programmers keyboard in Windows 8.1. In the latest dev build, I cannot insert the lowercase character s-comma (U+0219). Uppercase s-comma (U+0218) works fine. U+0219 is mapped to AltGr + s, so I supposed that there was some Sublime command bound to ctrl+alt+s, but I couldn’t find anything in the default key bindings. Maybe it’s something in a package? By the way, is there a way to find the command bound to a specific shortcut, regardless of how it was set?

If you enter sublime.log_commands(True) in the Console, and then pretty ctrl+alt+s, you’ll be able to see what command it’s bound to, which should give an indication of the package that has bound it.
